ARL has published Research Library Issues (RLI) no. 282, which features articles on ARL library budgets over the past two years, subscriptions to journal collections from large publishers, and the impact of the changing roles of librarians on reference staffing. A pre-publication version of the article about journal bundles was released earlier this year.

On November 18, 2011, the Association of Research Libraries (ARL) and LYRASIS signed an agreement designating LYRASIS as an agent to negotiate licenses for online content on behalf of interested ARL member libraries. This is the culmination of an effort that began in 2010 to identify a strategy for ARL to influence the marketplace regarding licensing rights, technical specifications, and business terms to meet the needs of research libraries.

Using data from more than 400 legal serials, Mark McCabe estimates the impact of six publisher mergers on law serial prices during the period 1990–2000. The results suggest that merger-related price increases were substantial during this period, even after accounting for secular price trends.

The Information Access Alliance (IAA), a group of seven library organizations, will continue to push for revised analysis of publisher mergers despite the recent announcement that the Department of Justice has approved the sale of BertelsmannSpringer to Cinven and Candover. The Alliance is concerned that mergers of this sort will bring about a reduction in access to critical research information due to the heightened journal costs that result.

Bertelsmann AG recently announced its intent to sell BertelsmannSpringer, a publisher of scientific, technical, and medical (STM) journals, to Cinven and Candover, a partnership of UK-based private equity firms. We are writing to you on behalf of the Information Access Alliance, a coalition of six leading library organizations in North America that serve institutions engaged in research, education, law, and health care. We are deeply concerned that this development in the global STM market will lead to a further reduction in access to critical research information worldwide. We urge the European Commission, as we have urged the U.S. Department of Justice, to challenge the proposed sale.
