Library Associations Urge Congress to Increase Oversight and Enhance Civil Liberties Protections In Reauthorizing Provisions of the USA PATRIOT

The American Library Association (ALA) and the Association of Research Libraries (ARL) support including enhanced civil liberties and due process safeguards in the reauthorization of selected provisions of the USA PATRIOT Act. When Congress last reauthorized these provisions in 2005, it recognized the need for oversight and sunsets to ensure that there would be an opportunity to revisit the Act and make necessary changes. Since then, Justice Department investigations have produced abundant evidence of the need for comprehensive reform of the Act. Congress should pass the USA PATRIOT Act Sunset Extension Act of 2009 with key amendments to protect civil liberties.

Supplemental Library Association Comments on the Proposed Google Books Settlement

The American Library Association, the Association of Research Libraries, and the Association of College and Research Libraries (the Library Associations) submit these comments to address developments relating to the proposed Settlement that have arisen since the Library Associations filed their initial comments with this Court on May 4, 2009. In particular, these comments discuss the amendment Google and the University of Michigan (Michigan) entered into on May 20, 2009 that expanded the 2004 agreement that allowed Google to scan books in the Michigan library for inclusion in Google's search database.

SPEC Kit 312 explores the ways in which traditional “outreach” programs in academic libraries are evolving to address the emergent concept of “public engagement” at the institutional level and the degree to which the library is integrated into campus-level efforts to promote public engagement. Library Performance Measurement in the UK and Ireland

This survey was a joint initiative between SCONUL and ARL that focused on assessment activities in UK and Irish academic institutions, and reflects a SCONUL desire to provide tools, techniques, and data for performance measurement and improvement through its Working Group on Performance Improvement. The survey was distributed to the 180 members of SCONUL in September 2008. Seventy-seven libraries completed the survey. All of the libraries that responded indicated that they engaged in various performance measurement activities beyond the annual collection of data for SCONUL.
