The survey respondents were asked to provide information on staffing, partnerships, and resources and services developed for public access policy (PAP) compliance support, and the challenges related to providing such support. This SPEC Kit includes documentation from respondents in the form of PAP Web sites, compliance FAQs and flowcharts, handouts and slides from presentations to faculty and library staff, and sample letters to publishers.

The ALA and ARL thank the Library of Congress (LOC) for proposing to amend its regulations governing mandatory deposit of electronic works published in the United States and available only online under 37 CFR § 202.19(c)(5). ALA and ARL recognize that significant technological advances have been made and as such, believe this initiative to preserve and provide access to journal literature is extremely important, especially in light of the increasing number of journals being published only online.

SPEC Kit 310: Author Addenda (July 2009)
SPEC Kit 310 explores how ARL member libraries are promoting the use of author addenda by researchers at their institutions. Respondents were asked to provide information on the use of author addenda at their institutions, which rights authors were encouraged to retain, and the methods by which libraries were conducting promotion and outreach efforts on the topic of author rights and addenda. A Guide for the Perplexed Part II: The Amended Google-Michigan Agreement
On May 20, 2009, Google and the University of Michigan (Michigan) entered into an amendment that expanded the 2004 agreement that allowed Google to scan books in the Michigan library for inclusion in Google's search database. The new agreement (the Amendment) addresses the provisions of the proposed settlement agreement between Google and the plaintiffs in the Google Book Search litigation.

Safeguarding Collections at the Dawn of the 21st Century
This report responds to a recommendation of the 2006 ARL Task Force on the Future of Preservation in ARL Libraries. The task force encouraged ARL to conduct a high-level investigation of the range and balance of preservation activities represented among the ARL membership. The report is a thoughtful and thorough qualitative examination of how research libraries' preservation activities are evolving and expanding in the 21st century. It not only consideres activities traditionally captured by ARL’s Preservation Statistics, but also a host of emerging activities largely, but not exclusively, centered on developing digital collections and involving collaborative efforts.

Ad Hoc Task Force to Review the Proposed OCLC Policy for Use and Transfer of WorldCat Records: Final Report to the ARL Board
The release of a new "OCLC Policy for Use and Transfer of WorldCat Records" initiated an outpouring of concern in the research library community. ARL directors asked that ARL investigate the policy and its ramifications for the community. In response, the ARL Executive Committee established an Ad Hoc Task Force to review the Policy and identify issues of particular interest to research libraries.
