ARL Comments on NIH Public Access Policy

In this October 2004 letter, Prudence Adler writes on behalf of the Association of Research Libraries to express ARL's strong support for the NIH proposal to provide freely available online access to NIH-funded manuscripts via PubMed Central. There are many aspects of the NIH plan that ARL endorses and ARL applauds NIH's leadership in promoting this balanced initiative.

Open Access Publication of Scientific Research - FY 2005 Appropriations

Dear Representatives Regula and Obey, Senators Specter and Harkin and Dr. Zerhouni:
Our organizations are volunteer and nonprofit HIV/AIDS treatment, vaccine, and prevention advocacy groups with a long history of community participation in all aspects of government and privately sponsored research to fight the AIDS pandemic. In that capacity, we support at July 16, 2004 House Appropriations Committee recommendation that NIH develop a policy requiring a complete electronic text of any manuscript reporting work funded by NIH grants or contracts be supplied to the National Library of Medicine's PubMed Central. (The specifics of that policy have yet to be announced or commented on publicly.) Furthermore, we support greater efforts to increase open access to medical research/scientific publications, especially for those studies or reviews funded by taxpayer dollars. We understand the House Committee calls on NIH to report by December 1, 2004 on how it intends to implement a policy.

Information Access Alliance Will Continue to Push for Revised Analysis of Cinven and Candover Purchase of BertelsmannSpringer

The Information Access Alliance (IAA), a group of seven library organizations, will continue to push for revised analysis of publisher mergers despite the recent announcement that the Department of Justice has approved the sale of BertelsmannSpringer to Cinven and Candover. The Alliance is concerned that mergers of this sort will bring about a reduction in access to critical research information due to the heightened journal costs that result.

Information Access Alliance Letter to Commission of European Communities Regarding Cinven and Candover Purchase of BertelsmannSpringer

Bertelsmann AG recently announced its intent to sell BertelsmannSpringer, a publisher of scientific, technical, and medical (STM) journals, to Cinven and Candover, a partnership of UK-based private equity firms. We are writing to you on behalf of the Information Access Alliance, a coalition of six leading library organizations in North America that serve institutions engaged in research, education, law, and health care. We are deeply concerned that this development in the global STM market will lead to a further reduction in access to critical research information worldwide. We urge the European Commission, as we have urged the U.S. Department of Justice, to challenge the proposed sale.
