SPEC Kit 311: Public Access Policies (August 2009)

SPEC Kit 311 explores the role ARL member libraries are playing in supporting public access policies in their institutions. The survey respondents were asked to provide information on staffing, partnerships, and resources and services developed for public access policy (PAP) compliance support, and the challenges related to providing such support. This SPEC Kit includes documentation from respondents in the form of PAP Web sites, compliance FAQs and flowcharts, handouts and slides from presentations to faculty and library staff, and sample letters to publishers.

In the Matter of Mandatory Deposit of Published Electronic Works Available Only Online: Comments of ALA and ARL

The ALA and ARL thank the Library of Congress (LOC) for proposing to amend its regulations governing mandatory deposit of electronic works published in the United States and available only online under 37 CFR § 202.19(c)(5). ALA and ARL recognize that significant technological advances have been made and as such, believe this initiative to preserve and provide access to journal literature is extremely important, especially in light of the increasing number of journals being published only online.

White Paper: Strategic Directions for the Federal Depository Library Program

White paper concerning the future of the Federal Depository Library Program (FDLP). ARL argues that the FDLP strategic planning process should lead to a flexible, sustainable, reconfigured program that reflects the needs and interests of users of government information and participating libraries; embraces the digital networked environment; and importantly, encourages collaborative network-based services while ensuring a smooth and orderly transition to a new program framework.
