University of Illinois at Chicago, Library of the Health Sciences The University of Illinois at Chicago, seeks candidates for Associate Director, National Network of Libraries of Medicine (NN/LM), Greater Midwest Region (GMR). Job Summary: The Associate Director negotiates, plans, implements and executes the terms of the NN/LM contract with the National Library of Medicine (NLM) under the direction of the RML Director. The NN/LM is a network of libraries and information centers in the U.S. that provides health professionals and consumers with timely and convenient access to biomedical and health care information resources. As the recipient of the NN/LM GMR contract, the UIC Library of the Health Sciences serves as the Regional Medical Library (RML) for a ten state regional network consisting of 1100 members. The Associate Director oversees and administers all programs, day-to-day operations and staffing of the Greater Midwest Region (GMR) office. This position serves as the primary contact with directors of the 31 designated Resource Libraries in the GMR, and with the GMR Regional Advisory Council (RAC). Within the university, the Associate Director acts as the liaison to key operational support departments such as the Office of Research Services and the Grants and Contracts Office. Job Responsibilities: • Manage and oversee the GMR contract with NLM, including development and evaluation of the Regional Services Plan and the Outreach Plan. • Determine methods for achieving goals and objectives for the Region in consultation with the GMR staff and the Regional Advisory Council. • Facilitate partnerships and collaborations with local, state and regional organizations to carry out regional goals and objectives. • Communicate and interact with National Network members, other information professionals, health professionals, and partner organizations as needed to carry out contract programs and services. • Communicate with and submit quarterly and annual reports to the NLM to report activities, evaluation of activities and progress towards objectives. • Establish budget priorities for the $1.5 million annual budget for the RML. Negotiate and monitor the budget and approve all purchases. • Communicate with and develop collaborative programs with the seven other regions in the NN/LM. • Negotiate and monitor GMR subcontracts and awards to Network members and other organizations as needed to fulfill the requirements of the contract. Establish a peer review process for awards and subcontracts and negotiate the terms with award recipients. • Acts as liaison to key operational support departments such as the Office of Research Services and the Grants and Contracts Office to ensure contract compliance and establish an effective mechanism for sub-awards. • Plan, assign and review work of staff to ensure that group objectives are met. Hire, train, develop and manage staff to ensure that a qualified staff exists to meet group objectives. • Perform other related duties and participate in special projects as needed. Job Knowledge & Skills, Education, Experience: • Master’s degree in Library Science from an ALA-accredited program. • Five to seven years progressively responsible experience working in health sciences library. • Three years experience supervising professional staff. • Demonstrated knowledge and understanding of emerging trends in health sciences librarianship. • Experience working in a healthcare or academic health sciences environment. • Excellent interpersonal skills contributing to a collaborative work environment. • Demonstrated teaching and/or public presentation skills. • Proven track record of successful grant, proposal and contract writing. • Demonstrated familiarity with National Libraries of Medicine databases and services. • Demonstrated experience in planning, evaluation and project management. • Record of research, publication, and/or professional contributions preferred. • Willingness to travel. • Experience forecasting, developing and monitoring budgets; federal budgets experience preferred. • Membership in the Academy of Health Information Professionals (AHIP) preferred.
