HEALTH SCIENCES LIBRARY Health Sciences Library (HSL) is a national leader in the development and application of innovative strategies and technologies to meet information and research needs. The HSL supports the education, research, and clinical programs of the six UW health science schools; two academic medical centers and a network of clinics, as well as the wider interdisciplinary biomedical community of the University. The Public & Research Services unit designates librarians as liaisons for specific departments within the Schools of Medicine, Dentistry, Nursing, Pharmacy, Public Health, and Social Work. An interactive working relationship between library liaisons, User Experience department, and the health sciences community promotes faculty awareness of library resources and services, and provides clear channels of communication and strategic direction. THE POSITION The University of Washington Health Sciences Library (HSL) seeks an innovative librarian with expertise in instruction, outreach, and clinical health information to join the Health Evidence Resource for Washington State (HEALWA) program. The mission of HEALWA is to provide evidence-based health information to licensed healthcare providers across Washington. HEALWA is the only statewide evidence-based health information portal in the country accessible to all eligible licensed and credentialed healthcare providers across the state. HEALWA provides access to resources including: electronic textbooks, evidence-based healthcare databases, healthcare full-text journals, and multidisciplinary journals at http://heal-wa.org. There are currently over 150,000 eligible users. The program is funded by a contract from the Washington State Department of Health. The Assistant Director will promote evidence-based practice and health literacy skills and access to quality clinical information. Duties will include: leading the web portal development and promotion, providing support for contract negotiation, identifying resources, developing resource training modules, communicating with stakeholders including the Washington State Department of Health and health care professionals. The Assistant Director will work closely with staff in the Washington State Department of Health Contracts Office and Health Professions and Facilities headquartered in Olympia, WA. The position responsibilities include regular travel to Olympia and other cities across the state of Washington to conduct trainings, teach workshops, exhibit, and present at local and state association meetings. SPECIFIC RESPONSIBILITIES AND DUTIES * Manage the HEALWA program, in consultation with the Director and Associate Director, regarding planning, budgeting, implementing, and reporting activities. * Assemble advisory bodies and coordinate annual meetings of the Advisory Council. * Collaboratively foster strong lines of communication with state legislative delegations, executive branch agencies and professional organizations. * Develop and implement effective, on-going program evaluation processes and procedures. * Develop outreach programs to promote use of the web portal by eligible healthcare professionals throughout the state. * Identify potential resources, whether databases, books or journals, for inclusion in the web portal. * Conduct focus groups, meetings and individual interviews to determine the continuing needs of the health professionals served by the web portal. * Work with technology team to update and maintain the portal for HEALWA. * Manage the resources budget to obtain the best affordable quality resources for the portal users. * Analyze and compare technologies and methods for serving the information needs of users and ongoing evaluation of electronic services and resources. * Monitor legislative activities pertaining to HEALWA, and provide responses to legislative inquiries. * Promote HEALWA through publicity opportunities, attendance at meetings, professional publications, and other opportunities as available. * Serve as an advocate on behalf of individuals without access to HEALWA and to interface with the community through legislative activities and other community activities. * Travel throughout the state as necessary to promote HEALWA and increase health professionals’ awareness of its resources. * Create promotional materials and reports to stakeholders. * Collaborate with HSL Liaisons to promote HEALWA to graduating professionals and in continuing education venues. * Collaborate with the NN/LM PNR staff to develop and maintain contacts with appropriate librarians or other organizations as needed, to create, maintain, and promote the web portal. * Supervise support staff and librarian collaborators. * Using the Libraries’ Personal Communication Responsibility Guidelines, communicate effectively and positively with coworkers and supervisors. * Assume other responsibilities as assigned; perform other duties as required. QUALIFICATIONS Required * Graduate degree from a program accredited by the American Library Association or an equivalent graduate library science/information studies degree. * Demonstrated commitment to diversity and understanding of the contributions a diverse workforce brings to the workplace. * Five or more years in providing reference and instruction programs, preferably in the health sciences. * Ability to analyze, implement and adapt to evolving technologies. * Strong interpersonal skills with ability to work successfully in an intensely collaborative environment with a broad range of people from culturally diverse backgrounds including colleagues, administrators, students, faculty, legislators, and vendors. * Excellent organizational skills, and effectiveness in balancing multiple assignments and projects. * Demonstrated experience with web conferencing and online instruction platforms. * Demonstrated experience with program leadership and development. * Commitment to working in a collegial environment. * Demonstrated high level of initiative and creativity. * Evidence of effective oral and written communication. Preferred * Demonstrated experience with evaluating, selecting and maintaining health sciences library collections. * Experience with outreach to health sciences constituencies. * Experience creating training programs, online and in-person, for health sciences professionals. * Experience with state and/or federal legislative processes. * Experience supporting new program development by researching complex regulatory issues, developing and presenting recommendations on required changes in operating policies and procedures to management and service providers. * Supervisory experience. SALARY: $56,000 minimum. Starting salary commensurate with qualifications and background. Position is funded under contract with the WA Department of Health. BENEFITS: Librarians are academic personnel and participate in the University of Washington Retirement Plan on a matching basis. Vacation is accrued at the rate of 24 working days per year; sick leave at the rate of 12 working days per year. No state or local income tax.
