As a member of the Acquisitions Department reporting to the Head of Acquisitions, the Electronic Resources Librarian is responsible for the procurement, licensing and management of electronic resources purchased directly by the UM Libraries, and those resources indirectly acquired through collective licensing via consortia. Responsible for the administration of new and existing licensing for electronic resources; tracking license negotiations, and ensuring licensing terms are current. Researches existing license agreements and negotiates new licenses, develops and maintains guidelines for standard licensing terms, monitors subscriptions in relation to existing license expirations and renewals, reviews the impact of current licensing on post cancellation archival access, collects usage statistics, registers and activates new electronic resources, and troubleshoots e-access problems reported by patrons and other library staff. Works closely with other members of the department and division to develop licensing policies and e-resource management workflows for the Libraries’ owned, leased, and new on demand e-resources. Librarians hold faculty status and contribute to the teaching, service and research mission of the University. As a member of the Library faculty, has an obligation to remain professionally informed, to pursue the discovery of new knowledge related to the field of expertise, to disseminate the results of scholarly work, and to seek opportunities for professional service at the Libraries, campus, state, or national level. DUTIES AND RESPONSIBILITIES: License Negotiation and E-Resource Management (60%): •Assists in new and renewal negotiations with vendors/content providers and administers new and existing licenses for electronic products, interpreting data for maintaining a license database, and consulting with University Legal Counsel to resolve license and contract issues. •Responsible for researching license agreements before new orders are placed, developing and maintaining guidelines for standard licensing terms, monitoring subscriptions in relation to existing license expirations and renewals, collecting usage statistics, registration and activation of electronic access, and troubleshooting electronic resource access problems reported by patrons and other library staff. •Applies knowledge of copyright and intellectual properties principles to ensure that rights of library users are protected. •Oversees the linking of user terms and conditions to records in the Libraries’ online pubic interface and ensures that resources are properly managed through the proxy server for user authentication. •Works closely with Metadata Services staff and Digital Systems and Stewardship staff to make sure electronic content and database resources are both discoverable and accessible to library users. •Maintains successful vendor/publisher relations and monitors and evaluates their services. Developing New Technologies and Best Practices (20%): •Plays a key role in the process of identifying, developing, and implementing the next generation of resource management tools. •Effectively identifies and applies new technologies in support of efficient workflow activities and develops expertise with emerging technologies. •Collaborates with others in the implementation of best practices, ongoing pursuit of workflow improvements and support, and development/dissemination of policies, guidelines, and procedures. •Works closely with subject liaisons and other staff to identify, select and acquire new information resources, assess needs of UMD community stakeholders, and adjust resources to fit new programmatic and research needs in a patron-driven acquisitions environment. Professional Development (15%): •Engages in research, publication, and active service in the profession. Other duties as assigned. (5%) MINIMUM QUALIFICATIONS: Required: Master’s degree in library science from a graduate program accredited by the American Library Association Two years of academic library experience with acquisitions or electronic resource management, at least one of which must include serial acquisitions management. Experience with integrated library systems or next-generation resource management systems. Demonstrated ability to manage tasks in response to varying time pressures with shifting priorities and changing constraints. Must be able to take direction as well as provide direction to others. Ability to work independently and meet project deadlines. Demonstrated ability to work collaboratively with internal and external parties and diverse constituencies, including other staff, cross-departmental/divisional groups, patrons, vendors, and/or library partners. Must have excellent analytical, organizational, and problem solving skills. Excellent interpersonal skills; demonstrated ability to communicate clearly, both orally and in writing. Demonstrated ability to pay close attention to details is essential, as is accuracy. Ability to perform workflow analyses and document procedures. PREFERRED QUALIFICATIONS: Three or more years of serial or acquisition experience in an academic or research library, at least one of which is as a professional librarian. Experience with e-resource management, e.g., implementing system support for e-resource workflow, license negotiation, providing and maintaining access to e-resources. Experience with discovery systems and e-resource knowledge base systems. Familiarity with cataloging, systems, or collection development. Technical skill such as creating apps, SQL queries, or coding in Python, JavaScript or other programming languages. Position is appointed to Librarian Faculty Ranks as established by the University System of Maryland Board of Regents.
