Program 2A & 2B: Policy

Programs 2A and 2B in the webinar series will assist participants in understanding how libraries that are involved in advocating for and supporting open-access mandates and policies are managing these roles. Panelists will explore the type of work that goes into getting buy-in for policy changes and transforming behaviors after a mandate or policy change. Program 2A will focus on specific campus issues and Program 2B will focus on federal policy issues.

Learning Outcomes:

  • Participants will be exposed to libraries that are providing a variety of services to support university and federal mandates and policies.
  • Participants will gain an understanding of the issues and considerations involved in supporting development and implementation of open access mandates and policies.
  • Participants will gain an understanding of resources available to them as they consider establishing their own services to support policies and mandates.
  • Participants will be exposed to strategies for advocating policy changes that support open access publishing.
  • Participants will have an opportunity to further develop knowledge specific to supporting compliance with funding agency open / public-access policies.


2A: Managing Transformative Change: Campus Policy and Politics, or: So we’re not Harvard…

3:00–4:30 p.m. EDT

Program 2A will focus on campus mandate and policy issues, specifically the roles that libraries play in advocating for and supporting campus mandates and policies will be explored. Case studies discussing how libraries and academic institutions have prepared their communities to consider policy changes and how policy changes have transformed behaviors on these campuses will be presented. An overview of key considerations when entering into this type of discussion will also be addressed.

2B: Translating Government Policy into Campus Services

As the United States and other governments pass open-access policies, there is a growing need to develop library services to support faculty in understanding and complying with these mandates. Program 2B will discuss the changes that are happening in the public policy arena, with a focus on US policy and touching on international policy issues. Case studies of libraries working directly with their academic communities to educate and support compliance will share their experiences of what is effective.
