Programs 3A and 3B in the webinar series will help libraries that are increasingly involved in providing journal hosting and support services, exploring transitional models for economic support from subscriptions to open access. These sessions will present opportunities to learn from leaders in these areas. Program 3A will focus on library as publisher, and Program 3B will focus on library experiments in economic support for open access.
In 2007, the majority of ARL libraries responding to a survey (downloadable from http://www.arl.org/resources/pubs/reports/) were involved in publishing services, with many more planning to get involved within the next couple of years. Program 3A will focus on the issues that arise from such activity. Should the library set up hosting and support services for journals, work cooperatively with the university press, outsource or ... ? What are the issues that come up once a library does get involved with providing publishing services, and how have these been addressed? This session will provide participants with an opportunity to learn from the experiences of leaders in the field.

The Directory of Open Access Journals currently lists more than 5,000 fully open-access, peer-reviewed scholarly journals, and the growth rate averages about two titles per day--this without any comprehensive, concerted approach to shifting funding from subscriptions to support for open access! Libraries are beginning the process of piloting approaches to providing economic support for open access, ranging from payment of article processing fees to combining licensing subscriptions with authors' rights or other open-access approaches. Program 3B presents participants with an opportunity to learn from the leaders in this field.
