SPARC-ACRL forum at ALA to examine open-access monographs Three ambitious initiatives to deliver free online access to scholarly monographs will be featured at the next installment of the SPARC-ACRL forum, “The ebook transition: Collaborations and innovations behind open-access monographs.” The forum, co-sponsored by SPARC (the Scholarly Publishing and Academic Resources Coalition) and the Association of College and Research Libraries (ACRL), will be held in conjunction with the Boston meeting of the American Library Association in January. Taxpayer Alliance applauds bill to broaden access to federal research results - Federal Research Public Access Act introduced today Senators Joseph Lieberman (I-CT) and John Cornyn (R-TX) today introduced the Federal Research Public Access Act (FRPAA), a bill to ensure free, timely, online access to the published results of research funded by eleven U.S. federal agencies. The proposed bill is welcomed by the Alliance for Taxpayer Access, a coalition of research institutions, consumers, patients, and others formed to support open public access to publicly funded research. National student organizations call for Open Access to research A coalition of national and regional college student associations today issued a “Student Statement on the Right to Research,” calling on universities, research funders, and researchers to take action in support of Open Access to research. The American Medical Student Association, the Student PIRGs, Students for Free Culture, and Universities Allied for Essential Medicines, as well as the Trinity University Association of Student Representatives and the California Institute of Technology Graduate Student Council have signed the statement. Moreover, the Administration is dedicated to maximizing the return on Federal investments made in R&D. ... This RFI focuses on approaches that would enhance the public's access to scholarly publications resulting from research conducted by employees of a Federal agency or from research funded by a Federal agency." NEW ENGLAND UNIVERSITY PRESIDENTS BACK BILL FOR PUBLIC ACCESS The Presidents of six public universities in New England have issued a letter of support for the Federal Research Public Access Act (S.1373), demonstrating that commitment to public access to publicly funded research resides at the top-most level of research institution administration. Together, these six land-grant universities enroll over 100,000 students, confer ~17% of the bachelor’s and 20% of the doctoral degrees in New England, and invest more than $700 million annually on research with the support of federal grants. 57 College Presidents Declare Support for Legislation to Ensure Public Access to Publicly Funded Research in the U.S. The Presidents of 57 liberal arts colleges in the U.S., representing 22 states, have declared their support for the Federal Research Public Access Act (S. 1373) in an Open Letter released today. The letter is the first from higher education administrators to be issued in support of the 2009 bill, and further reinforcement that support for the Act exists at the highest levels of the higher education community. First U.S. Public Access Policy Made Permanent President Obama yesterday signed into law the 2009 Consolidated Appropriations Act, which includes a provision making the National Institutes’ of Health (NIH) Public Access Policy permanent. The NIH Revised Policy on Enhancing Public Access requires eligible NIH-funded researchers to deposit electronic copies of their peer-reviewed manuscripts into the National Library of Medicine’s online archive, PubMed Central (PMC). Full texts of the articles are made publicly available and searchable online in PMC no later than 12 months after publication in a journal. Feb 11, 2009

The Directory of Open Access Journals Receives SPARC Europe Award for Outstanding Achievements in Scholarly Communications, 2009 In making the Award to the Directory of Open Access Journals (DOAJ) the judging panel noted their ground-breaking promotion of open access journals, their work on setting copyright, metadata, and preservation standards, and their development of a sustainable model of support. Since its launch in 2003 the DOAJ has become a vital part of the OA infrastructure. New program helps Canadian researchers get greater reach for their research “Research is more valuable when it’s shared,” according to a new educational initiative launched in partnership by the Canadian Association of Research Libraries (CARL) and SPARC (the Scholarly Publishing & Academic Resources Coalition). SPARC Member Spotlight: Testing the waters with open-access funds (University of California at Berkeley and the University of Calgary) In a move to encourage researchers to make their work open to the public, the University of California at Berkeley and the University of Calgary established funds that faculty and graduate students could use cover publication charges for open access journals. SPARC-Oberlin Group Webcast on Harvard Policy On February 25 SPARC hosted a webcast for Oberlin Group liberal arts colleges about Harvard University’s open access policy. A number of Oberlin Group colleges are in various stages of discussing faculty open access policies similar to those that have been adopted at Harvard, MIT, and the Stanford University School of Education, and the webcast served to reinforce these ongoing conversations by answering key questions from librarians and faculty members. They thrive in almost every habitat, and the population soars whenever a major institution adopts an OA policy. Contact between new developments and new observers who haven't followed the annual migrations always results in a colorful boomlet of young misunderstandings.
