AGECON SEARCH

The AgEcon Search (http://ageconsearch.umn.edu/) collection includes current and archival working papers, journal articles, and conference papers that focus on agricultural economics and sub-disciplines such as agribusiness, food supply, natural resource economics, environmental economics, policy issues, agricultural trade, and economic development. The project is a collaboration of the University of Minnesota Libraries, the university Department of Applied Economics, and the American Agricultural Economics Association. The collection contains over 29,000 papers from 150 institutions and professional associations, and over 1.5 million downloads have been recorded since 2001.

BIOLINE INTERNATIONAL

Bioline International, an online publishing service that provides open access to peer-reviewed research journals published in developing countries.

Founded in 1993, Bioline (http://www.bioline.org.br/) helps journals from developing countries reap the benefits of open access. By providing a platform for the free and open distribution of these scientific publications, otherwise largely invisible to the international scientific community, Bioline seeks to fulfill the promise of open access publishing.

BIOMED CENTRAL

BioMed Central is committed to publishing original research articles covering topics in biology, medicine, and the life sciences that are immediately and permanently available online without charge or any other barriers to access. All research articles and most other content in BioMed Central's journals are fully and rapidly peer-reviewed. Over 90 of BioMed Central's online journals are open access. The publisher operates these journals via institutional memberships and article processing fees.

BIOONE

BioOne brings to the Web a uniquely valuable aggregation of the full-texts of high-impact bioscience research journals. Most of BioOne's titles are published by small societies and non-commercial publishers. BioOne provides integrated, cost-effective access to a thoroughly linked information resource of interrelated journals focused on the biological, ecological and environmental sciences.

COLUMBIA EARTHSCAPE

Columbia Earthscape was the first multimedia resource in the Earth sciences designed for scientists and laymen alike. The site's content includes full-text books, a quarterly online magazine—Earth Affairs, video clips, current journal articles, lectures and seminars, conferences, policy papers and commentary, maps and models, searchable databases, links, and live web-casts of crucial conferences.

The publisher provides both electronic and paper subscriptions.

DIRECTORY OF OPEN
ACCESS JOURNALS

The Directory of Open Access Journals (DOAJ) aims to comprehensively list open access journals that use a control system to assure content quality. The directory includes journals in scientific and scholarly subject areas and published in any languages. DOAJ uses the open access standard defined by BOAI.

DOCUMENTA MATHEMATICA

This journal publishes research manuscripts out of all mathematical fields and is refereed in the traditional manner. Documenta Mathematica is available online free-of-charge and also in low-cost printed volumes.

ECONOMICS BULLETIN

First published in 2001, Economics Bulletin is an open access journal that fosters free and rapid scientific communication across the community of research economists.

Economics Bulletin is an alternative to Economics Letters.

E-PRINT NETWORK

The E-print Network is a free service of the U.S. Department of Energy's Office of Scientific and Technical Information (OSTI) that provides searching and browsing capability by discipline of open-access research articles available on the Internet. Full-text search is available on over 16,000 websites and in 39 major databases of e-prints from around the world. An email alert service provides notice by subdiscipline when new content is added to the E-print Network.

ESCHOLARSHIP

Hosted by the California Digital Library, eScholarship works to explore and enable new modes of scholarly publication, including repositories for research and scholarly output, web-based dissemination of digitally reformatted publications, and technologies that enhance peer review.

EVOLUTIONARY ECOLOGY RESEARCH

The journal publishes original research contributions focusing on the overlap between ecology and evolution and helps to identify the long-range consequences of environmental change for ecosystems. Papers may treat any taxon or be general. EER is an alternative to Evolutionary Ecology. Subscriptions are available for institutions, libraries, or individuals.

GEOMETRY & TOPOLOGY

GEOMETRY & TOPOLOGY, and also ALGEBRAIC & GEOMETRIC TOPOLOGY, are published in an electronic format with a basic charge for electronic subscriptions that is among the lowest for mathematics journals. Paper copy is available at a price that exactly balances the additional cost. All papers are posted on the arXiv in their final form. Electronic access to back issues is available, free, one year after publication.

IEEE SENSORS JOURNAL

The IEEE Sensors Journal is a peer-reviewed print and online journal devoted to sensors and sensing phenomena. The topics of interest include all types of sensing: mechanical, thermal, optical, magnetic, radiation, microwave, chemical, biological, mass, etc., both on macro and micro levels. The low-cost journal's content is determined by web-based peer review.

IEEE Sensors Journal is an alternative to Sensors and Actuators, A and B. The Institutue maintains a number of subscription options.

INSECT SCIENCE

The Journal of Insect Science publishes papers in all aspects of the biology of insects and other arthropods from the molecular to the ecological. The Journal is published on the World Wide Web by the Library of the University of Arizona to be freely available to individuals and institutions. JOURNAL OF MACHINE
LEARNING RESEARCH

The Journal of Machine Learning Research (JMLR) provides an international forum for high-quality scholarly discourse in all areas of machine learning. Final journal articles are made immediately available online at no charge. Until the end of 2004, paper volumes (ISSN 1532-4435) were published 8 times annually and sold to libraries and individuals by the MIT Press. Paper volumes (ISSN 1532-4435) are now published and sold by Microtome Publishing.

JMLR is an alternative to Machine Learning.

JOURNAL OF
VEGETATION SCIENCE

The Journal of Vegetation Science (JVS) focuses on any aspect of vegetation science including theory, methodology, spatial patterns, temporal changes, processes, and description of ecological communities. Swedish publisher Opulus Press maintains the journal in both electronic and paper format. As the official organ of the International Association of Vegetation Science (IAVS), an individual subscription for either or both formats includes association membership.

JVS is an alternative to Plant Ecology, formerly published as Vegetatio.

LABOR

Labor: Studies in Working-Class History of the Americas is a new journal about labor history in the U.S., Canada, Latin America, and the Caribbean. Its mission includes providing a site for historical analysis and commentary and a framework for understanding the roots of our current labor dilemmas. Duke University Press publishes the journal; the first issue appeared Spring 2004. Labor is an alternative to Labor History, a commercial title from which the entire editorial board resigned to create the new title.

The Labor and Working-Class History Association, an organization of scholars, union members, students, and citizens that promotes a wide understanding of the history of working-class people, their communities, and their organizations in the U.S., adopted the journal.

MIT COGNET

MIT CogNet -- a SPARC Scientific Communities Partner since 2000 -- brings together many of the pre-eminent resources in the cognitive and brain science disciplines and makes them available in one place.  These resources include seven major reference works (10 as of January 2008) and more than 450 books (published since 1964) in searchable, full-text PDF by the MIT Press.  CogNet also features the full-text of six MIT Press journals and searchable abstracts from over 30 journals from other publishers.

NEURO-ONCOLOGY

Neuro-Oncology provides high-quality information representing international developments in the field. It contains peer-reviewed articles and reviews, symposia on selected topics, published abstracts of annual meetings, and society news and announcements. Neuro-Oncology is the official journal for the Society for Neuro-Oncology, as well as the World Federation of Neuro-Oncology.

NEW JOURNAL OF PHYSICS

NJP is a peer-reviewed, all-electronic journal publishing original research in all areas of physics. New Journal of Physics is available without charge to readers around the world via the Internet, and is published by the Institute of Physics & the German Physical Society. NJP is funded by article charges from authors of published papers.

OPTICS EXPRESS

Optics Express is published by the Optical Society of America as an open access, peer-reviewed journal and ranks among the top ten optics journals. The journal reports new developments of interest to the optics community in all optical science and technology fields. Optics Express offers authors rapid electronic publication —averaging 47 days and supports the inclusion of color images and multimedia files at no additional cost.

PROJECT EUCLID

Cornell University Library's Project Euclid is an initiative to advance effective and affordable scholarly communication in theoretical and applied mathematics and statistics. It is designed to address the unique needs of low-cost independent and society journals. Through a collaborative partnership arrangement, these publishers join forces and participate in an online presence with full-text searching, reference linking, interoperability through the Open Archives Initiative, and long-term retention of data. This functionality is achieved without sacrificing intellectual or economic independence or commitment to low subscription prices.

The Project Euclid environment is available through several different access and distribution plans.

PUBLIC KNOWLEDGE PROJECT

The Public Knowledge Project (PKP) offers free, open source software for the management and publishing of journals and conference proceedings. PKP software reduces publishing costs, improves management, enhances indexing, and increases access to knowledge. PKP offers three proven solutions: Open Journal Systems (OJS) provides a journal management system that supports every stage of the refereed publishing process, from submissions to online publication and indexing; Open Conference Systems (OCS) supports the management of conference paper review process as well as the scheduling and release of materials, from abstracts to full papers, with online posting and indexing; Open Archives Harvester (OAH) harvests the metadata of OAI-PMH compliant sites, including OJS journals and OCS conferences.

PUBLIC LIBRARY OF SCIENCE

The Public Library of Science (PLoS) is a nonprofit scientific publishing venture that provides scientists with high-quality, high-profile journals in which to publish their work, while making the full contents open access. Everything is immediately available online without cost to anyone, anywhere—to read, download, redistribute, include in databases, and otherwise use—subject only to the condition that the original authorship is properly attributed. Copyright is retained by the author, who helps support the journals access policy by paying a publication charge upon an article's acceptance.

The organization publishes six journals:

	PLoS Biology features works of exceptional significance in all areas of biological science, from molecules to ecosystems, including works at the interface with other disciplines, such as chemistry, medicine, and mathematics. In June 2005, PLoS Biology was awarded a preliminary ISI Impact Factor of 13.9, the top ranking of general biology journals.
	PLoS Medicine is an international, multidisciplinary medical journal that publishes outstanding human studies that substantially enhance the understanding of human health and disease. 	PLoS Genetics reflects the full breadth and interdisciplinary nature of genetics and genomics research by publishing outstanding original contributions in all areas of biology — human studies as well as research on model organisms — from mice and flies, to plants and bacteria.
	PLoS Neglected Tropical Diseases will be the first open access journal devoted to neglected tropical diseases (NTDs). The journal will publish high quality, peer-reviewed research on all scientific, medical, and public health aspects of these forgotten diseases affecting the world’s forgotten people. Launching 2007.
	PLoS ONE is a high-volume, efficient, and economical system for the publication of peer-reviewed research in all areas of science and medicine. It provides a unique forum for community dialogue using the full potential of the web to accelerate scientific progress.
	PLoS Pathogens provides a much-needed single venue for publishing outstanding and rigorous papers in the broad field of pathogen research, including bacteria, fungi, parasites, prions, and viruses.
	PLoS Blogs brings together a community of independent science bloggers who create open access content relating to scientific and medical research.

PLoS journals are also available in print, which require subscriptions to cover printing and distribution costs. PLoS also operates a membership program, both individual and institutional, to help ensure the success and growth of open-access publications. One benefit of institutional memberships is to allow authors at member institutions to publish in PLoS journals at a reduced cost.

PUBLISHER ASSISTANCE PROGRAM

The University of Michigan Library’s Scholarly Publishing Office, working with the SPARC Consulting Group, offers the Publisher Assistance Program to provide business planning and digital publishing services that facilitate open-access publishing particularly for the social sciences and humanities. Existing and potential publishers can take advantage of the combined experience of the two organizations to ensure the sustainability of their publishing efforts. The program offers a package of options for journal development, production, hosting, and maintenance.

STANFORD ENCYCLOPEDIA OF PHILOSOPHY

***Stanford Encyclopedia of Philosophy Wins “Best Content”
in The Charleston Advisor Reader’s Choice Awards (November, 2005)***

Founded in 1995, the Stanford Encyclopedia of Philosophy is a dynamic, community-maintained, digital-only reference work. It contains openly accessible entries in at least 35 subject areas, including philosophy of science, aesthetics, history of ideas, feminism, ethics (theoretical and applied), social and political philosophy, and logic.

New entries and updates to the online reference work are contributed on a regular basis, which are then reviewed by a board of editors. Authors and subject editors contribute their expertise free of charge.The principal editor is affiliated with Stanford University's Center for the Study of Language and Information.

THEORETICAL ECONOMICS

Theoretical Economics publishes papers in all fields of economic theory. It aims to become the leading journal in the field. It differs from existing journals in the field in one major respect: its full content is freely available online. Authors retain copyright of their papers, which are released under the Creative Commons Attribution-NonCommercial license.

THEORY AND PRACTICE
OF LOGIC PROGRAMMING

TPLP is the official journal of the Association for Logic Programming (ALP) and has both online and print versions. The journal emphasizes both the theory and the practice of logic programming. Among the topics covered by the journal are AI applications that use logic programming, natural language processing, knowledge representation, nonmonotonic reasoning, databases, implementations and architectures, and constraint logic programming.

Cambridge University Press publishes TPLP as an alternative to Journal of Logic and Algebraic Programming. The press offers subscriptions for institutions and individuals. ALP members receive a discount.
